    Hi – there isn’t a C note in that voicing for C9. ? The notes are (from lowest to highest) G D E Bb. You can play voicings that don’t contain the root note, especially if another instrument is assumed to be playing it. In this case the bassline that I showed at the beginning establishes the root note for this section. Cheers! – Ben
